Area 12 Yorkshire and Humberside.

Within our Area 12 asset support contract, covering the strategic road network in Yorkshire and Humberside we have a busy and sustainable workload operated from our base in Wakefield and at depots throughout the region. Our budget it circa £90 million including schemes up to £5 million in value delivered by a team of around 360 people.

Design Centre

The Design Centre supports programme development teams to deliver our Asset Support Contracts (ACS) in Area 12 and Area 4 producing highway and structures scheme designs. This increased capacity enables us to support Highways England as we head towards increased investment of the Strategic Road Network.

Duties include; developing agreed client options into schemes that maintain the strategic road network from initial feasibility through to pricing. The Design Centre also has the capability to produce traffic management design.

Quantity Surveyor

We are looking for someone with a talent for Quantity Surveying to join our team. The ideal candidate will have experience working in the Highways sector with the confidence to pick up a portfolio of schemes.

Role summary

In this role you will perform commercial functions in support of the Managing Quantity Surveyor as part of a well established and supportive team of Quantity Surveyors.

Key responsibilities

  • Successfully deliver the Providers Works Schemes and provide commercial support in the function of other revenue streams as required.
  • Identify and advise Project Management team on commercial risk and opportunity and identify as appropriate on scheme risk registers.
  • Develop positive commercial relationships with external stakeholders to a scheme.
  • Liaise and maintain close and good lines of communication with other members of the commercial team and business
  • Preparation of target prices for schemes
  • Subcontract Management: Monitor and verify subcontract expenditure including the administration of subcontract payments, implementation of subcontract change control including issuing Subcontractor Instructions and evaluation of subcontract compensation events.
  • Reconcile subcontract accounts and negotiate / agree subcontract final accounts on a periodic basis.
  • Ensure the cost of schemes are fully captured and check accuracy of cost capture information within costing systems.
  • Ensure comprehensive commercial records are maintained for audit purposes.
  • Ongoing and timely completion of schemes Early Warning / Compensation Register.
  • Review and respond to any contractual issues on schemes as required.

 

We are looking for someone with:

  • Civil Engineering Qualification
  • Excellent Commercial Awareness
  • Highly organised with an attention to detail
  • Good communication skills
  • Experience with NEC forms of contract

Managing Quantity Surveyor

We are looking for someone with a passion for managing a commercial team to join our organisation. The ideal candidate will have experience working in the Highways sector with the ability to build relationships and develop their team.

Role summary

In this role you will be responsible for management of a commercial team responsible for production of Providers Works Schemes, stage 1b (Scheme Scoping), Initial Target Prices and Final Targets Prices in line with the schedule of rates for the contract and operating in accordance with the contract. Ensure client reporting requirements are met and work is carried out in accordance with documented processes and procedures.

Key responsibilities

  • Ensure financial targets are met by effective allocation and education throughout the Commercial team
  • Preparation of target prices for schemes using contract schedule of rates at feasibility and during/on completion of detailed design stage.
  • Managing the commercial aspects of all subcontract requirements
  • Ensure that estimate information periodically required by the client is sufficient and is submitted in the agreed format.
  • Maintain comprehensive scheme target price records for audit.
  • Contribute commercial advice regarding the strategic planning of a scheme.
  • Review and respond to any contractual issues on schemes as required
  • Identify and advise Project Management team on commercial risk and opportunity
  • Management of direct reports, develop and supervise work of commercial team
  • Develop positive commercial relationships with external stakeholders to a scheme and liaise and maintain good lines of communication across the business
  • Provide reports and other information to the business as required.

 

We are looking for someone with:

  • Civil Engineering Qualification
  • Excellent business/commercial awareness
  • Excellent communication skills with ability to build relationships
  • Ability to manage a team of QS and support their development
  • Highly organised with an attention to detail
  • Previous QS experience within the Highways sector
  • Experience with NEC forms of contract
